(Photo: Jonathan Maus\/BikePortland)<\/figcaption><\/figure>\n<\/div>\n<p>The <a href=\"https:\/\/bikeportland.org\/2026\/01\/22\/lawmakers-eye-safe-routes-to-school-funding-to-backfill-maintenance-hole-399031\" target=\"_blank\" rel=\"noopener\">rumors<\/a> BikePortland reported on back in January have unfortunately turned out to be true. In the final week of the session, the Oregon Legislature is considering a cut to Safe Routes to School funding in order to balance their budget and save the Oregon Department of Transportation from mass layoffs.<\/p>\n<p>In addition to a $17 million which could be redirected from the <a href=\"https:\/\/oregonsaferoutes.org\/\" target=\"_blank\" rel=\"noopener\">Safe Routes to School program<\/a>, the bill proposes to axe $8 million from the <a href=\"https:\/\/www.oregon.gov\/odot\/programs\/pages\/ocp.aspx\" target=\"_blank\" rel=\"noopener\">Community Paths program<\/a>. These funds are not currently obligated to any projects or grants and it would only be a one-time re-allocation. The thinking among Democratic lawmakers is that these and other budget balancing steps are necessary to buy time until a full transportation package could be considered in 2027.<\/p>\n<p>We expected reallocation of Safe Routes funding, but the hit to Community Paths \u2014 a program <a href=\"https:\/\/bikeportland.org\/2020\/02\/03\/state-of-oregon-unveils-new-community-paths-grant-program-310398\" target=\"_blank\" rel=\"noopener\">funded in part by Oregon\u2019s $15 tax on new bicycles<\/a> \u2014 is a surprise.<\/p>\n<p>Lawmakers unveiled their plans over the weekend. They\u2019re a mix of cuts and re-allocations <a href=\"https:\/\/bikeportland.org\/2026\/02\/12\/state-lawmakers-ponder-27-million-cut-from-safe-routes-to-school-mass-layoffs-and-more-399309\" target=\"_blank\" rel=\"noopener\">hinted at in a presentation by ODOT staff<\/a> back in February. The proposal is outlined in the -3 \u201cdash 3\u201d amendments to <a href=\"https:\/\/olis.oregonlegislature.gov\/liz\/2026R1\/Measures\/ProposedAmendments\/SB1601\" target=\"_blank\" rel=\"noopener\">Senate Bill 1601<\/a>.<\/p>\n<p>Here\u2019s the breakdown of redirected funds <a href=\"https:\/\/oregoncapitalchronicle.com\/2026\/03\/01\/to-square-oregons-budget-lawmakers-say-many-state-agency-jobs-must-go-unfilled\/\" target=\"_blank\" rel=\"noopener\">according to Oregon Capitol Chronicle<\/a>:<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<h4 class=\"wp-block-heading\">Lawmakers will take and reallocate:<\/h4>\n<ul class=\"wp-block-list\">\n<li>$5 million from the student driver training program<\/li>\n<li>$6 million from Oregon Highway 58 enhancements and expansions that have since wound down due to environmental issues and lack of local support<\/li>\n<li>$8 million from the Community Paths program for building and maintaining multi-use public paths<\/li>\n<li>$17 million from Safe Routes to Schools grant program<\/li>\n<li>$20 million from the Transportation Operating Fund, or the \u201clawnmower\u201d fund, which is funded by non-road gas tax funds<\/li>\n<li>$35 million in dedicated revenue for bridge projects, seismic improvements, preservation of highways, culvert projects and safety projects<\/li>\n<li>$42 million from the Connect Oregon program, which provides grants for marine, aviation and rail projects<\/li>\n<li>$85 million of federal funds that can be tied to projects that don\u2019t need a match from the State Highway Fund, freeing up those local dollars<\/li>\n<\/ul>\n<\/blockquote>\n<p>The nonprofit Oregon Trails Coalition has issued <a href=\"https:\/\/mailchi.mp\/oregontrailscoalition\/2026enews?e=a93ad777f1\" target=\"_blank\" rel=\"noopener\">an action alert<\/a>, urging its supporters to fight the proposed cuts to Safe Routes and Community Paths. \u201cThe proposal cuts funding from the only state sources of funding for multi-use paths in order to backfill highway maintenance needs, including redirecting funds from our state\u2019s tax on bicycles from off-street paths to highway maintenance,\u201d reads a statement issued by the group a few minutes ago.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\"><a href=\"https:\/\/bikeportland.org\/wp-content\/uploads\/2026\/03\/otc.jpg\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" width=\"1400\" height=\"1043\" src=\"https:\/\/bikeportland.org\/wp-content\/uploads\/2026\/03\/otc-1400x1043.jpg\" alt=\"\" class=\"wp-image-399443\" style=\"aspect-ratio:1.342294675628009;width:514px;height:auto\" srcset=\"https:\/\/bikeportland.org\/wp-content\/uploads\/2026\/03\/otc-1400x1043.jpg 1400w, https:\/\/bikeportland.org\/wp-content\/uploads\/2026\/03\/otc-900x671.jpg 900w, https:\/\/bikeportland.org\/wp-content\/uploads\/2026\/03\/otc-1536x1145.jpg 1536w, https:\/\/bikeportland.org\/wp-content\/uploads\/2026\/03\/otc.jpg 1798w\" sizes=\"auto, (max-width: 1400px) 100vw, 1400px\"\/><\/a><figcaption class=\"wp-element-caption\">Graphic from Oregon Trails Coalition action alert.<\/figcaption><\/figure>\n<\/div>\n<p>The public will have a chance to weigh in on this proposal at <a href=\"https:\/\/olis.oregonlegislature.gov\/liz\/2026R1\/Committees\/JWMCC\/2026-03-03-09-00\/Agenda\" target=\"_blank\" rel=\"noopener\">a meeting of the Joint Subcommittee on Capital Construction tomorrow (Tuesday, March 3rd)<\/a>.
