PBOT\u2019s design would swap the curbside parking for a wider sidewalk and a sidewalk-level bike lane.<\/figcaption><\/figure>\n<\/div>\n<p>Back in October I shared the <a href=\"https:\/\/bikeportland.org\/2025\/10\/31\/pbot-embarks-on-major-updates-to-ne-cully-57th-397840\" target=\"_blank\" rel=\"noopener\">news<\/a> that the Portland Bureau of Transportation had their eyes on a <a href=\"https:\/\/www.portland.gov\/transportation\/pbot-projects\/cully-57th-online-open-house\" target=\"_blank\" rel=\"noopener\">major redesign<\/a> of Northeast Cully Blvd\/57th Ave. Now we have a much better idea what they\u2019d like to do with the $8.5 million investment.<\/p>\n<p>For the 0.6-mile section of Cully\/57th between NE Prescott (Albertsons) and Klickitat (a neighborhood greenway), PBOT wants to install; protected bike lanes, some sections of wider sidewalks, ADA curb ramps, crossing upgrades with median islands, better bus stops, and one full signal rebuild. Before\/after edits by BikePortland.<\/figcaption><\/figure>\n<p>Today, this stretch of Cully\/57th is pretty typical and outdated. It varies in overall, curb-to-curb width, but there\u2019s mostly just painted bike lanes, wide driving lanes without much visual obstruction (like street trees or parked cars, which can help traffic calming). According to PBOT data, more than 75% of all drivers in the project area break the speed limit of 25 mph \u2014 and about 14 percent of them are going over 35 mph. Given those behaviors, it\u2019s not a shock that the curved section where the bike lane is \u201cprotected\u201d (NE Failing to Fremont), PBOT has <a href=\"https:\/\/bikeportland.org\/2023\/12\/05\/missing-on-ne-57th-19-plastic-posts-meant-to-protect-road-users-382287\" target=\"_blank\" rel=\"noopener\">had a hard time<\/a> keeping the plastic wands in the ground because (distracted? careless? speeding? apathetic?) drivers slam into them.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><a href=\"https:\/\/bikeportland.org\/wp-content\/uploads\/2026\/03\/NE-Fremont.png\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"1400\" src=\"https:\/\/bikeportland.org\/wp-content\/uploads\/2026\/03\/NE-Fremont-1024x1400.png\" alt=\"\" class=\"wp-image-399577\" style=\"aspect-ratio:0.7314410480349345;width:335px;height:auto\" srcset=\"https:\/\/bikeportland.org\/wp-content\/uploads\/2026\/03\/NE-Fremont-1024x1400.png 1024w, https:\/\/bikeportland.org\/wp-content\/uploads\/2026\/03\/NE-Fremont-658x900.png 658w, https:\/\/bikeportland.org\/wp-content\/uploads\/2026\/03\/NE-Fremont-1123x1536.png 1123w, https:\/\/bikeportland.org\/wp-content\/uploads\/2026\/03\/NE-Fremont.png 1464w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\"\/><\/a><figcaption class=\"wp-element-caption\">Project area.<\/figcaption><\/figure>\n<\/div>\n<p>Another reason this location is a priority for investment is its crash history. PBOT says there were 114 crashes in the project area between 2014 and 2023 \u2014 87 of which resulted in injuries. 11 of those injuries were serious and one person trying to cross at NE Mason (in 2019) died after being hit by a driver. Of the seven pedestrians injured, PBOT says five were in marked crosswalks when they were hit. At NE 57th and Fremont alone there were 32 documented crashes in that nine-year period.<\/p>\n<p>So what is PBOT going to do about it? Here\u2019s a list of the what\u2019s coming (as shared on the <a href=\"https:\/\/www.portland.gov\/transportation\/pbot-projects\/cully-57th-online-open-house\/section-3-cully-57th-project-elements\" target=\"_blank\" rel=\"noopener\">project open house website<\/a>):<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<ul class=\"wp-block-list\">\n<li><strong>Two new enhanced pedestrian crossings <\/strong>in the vicinity of NE Failing and Skidmore streets<\/li>\n<li><strong>Widened sidewalk <\/strong>on the east side of NE 57<sup>th<\/sup> Avenue between Failing and Fremont streets<\/li>\n<li><strong>New sidewalk or enhanced walkway <\/strong>on the west side of NE 57<sup>th<\/sup> Avenue between Shaver and Fremont streets<\/li>\n<li><strong>Protected bike lanes <\/strong>along most of the corridor between NE Prescott and Klickitat streets<\/li>\n<li><strong>Accessible bus stop improvements <\/strong>at NE Mason Street<\/li>\n<li><strong>New or improved accessible curb-ramps <\/strong>between NE Prescott and Fremont streets<\/li>\n<li><strong>Rebuilt traffic signal <\/strong>at NE Fremont Street, including new left turn pockets on Fremont and dedicated left turn phases for all left turns<\/li>\n<\/ul>\n<\/blockquote>\n<p>As you can see in the before\/after graphics, one block of the new protected bike lane \u2014 northbound between NE Milton and NE Fremont \u2014 will be elevated onto a widened sidewalk. PBOT plans to remove the space currently used for car parking and reallocate it to the wider sidewalk\/bikeway.<\/p>\n<p>(Because it\u2019s a federally-funded project and requires an environmental review and more red tape than a locally-funded project) PBOT plans to begin construction of this project in 2027 and it will be completed by 2028. Note that this design is still under review and is not set in stone.
