Disgraced former Spanish football federation president Luis Rubiales behaved inappropriately towards England players after the Women\u2019s World Cup final, according to Football Association chairwoman Debbie Hewitt.<\/p>\n

World governing body FIFA in October imposed a three-year ban from all football activities on Rubiales over his conduct at the match, which included kissing Spanish player Jenni Hermoso without her consent.<\/p>\n

European champions England lost the final in Sydney 1-0.<\/p>\n

FIFA has now published its findings into the case, saying it had been tempted to impose a more severe sanction.<\/p>\n

The FIFA disciplinary committee said Rubiales had acted with \u201ca sense of complete impunity\u201d at the game on August 20.<\/p>\n

\u201cThe committee could not stress enough that — regardless of the emotional state he was in during and after the match — (Rubiales\u2019) behaviour was inexcusable and unacceptable, especially considering his high rank within the football ecosystem at the time,\u201d it said.<\/p>\n

Hewitt was asked to give evidence and the report includes a summary of her submission.<\/p>\n

According to the report, Hewitt said Rubiales \u201ccupped and stroked\u201d the face of England\u2019s Laura Coombs and \u201cseemingly forcefully kissed Lucy Bronze on her face\u201d at the presentation ceremony.<\/p>\n

Hewitt added she \u201cfelt deeply uncomfortable and embarrassed\u201d at the way Rubiales greeted the Spanish players, which included tapping one on the bottom.<\/p>\n

According to the report, she also noted Rubiales kissing Hermoso \u201cfully and forcibly on the mouth\u201d.<\/p>\n

In his response, Rubiales accused Hewitt of \u201cblatantly\u201d lying or \u201cspeaking from ignorance\u201d in relation to the kiss.<\/p>\n

Rubiales, who resigned from his position in September after initially vowing not to stand down, indicated his intention to appeal against the ban on the day it was issued.<\/p>\n

Five days after resigning as Spain\u2019s football chief, Rubiales appeared before a judge investigating a complaint of sexual assault over the Hermoso incident.<\/p>\n

Rubiales has repeatedly insisted the kiss was consensual.<\/p>\n<\/div>\n
